Monitoring Water Quality in the Elk Valley

We are conducting extensive studies and monitoring of water quality and aquatic health, which includes regular water quality sampling at more than 130 locations across the Elk Valley. To date, regional monitoring indicates that current levels of selenium and other substances are not impacting populations of fish or birds. Monitoring shows that selenium concentrations have been reduced downstream of our water treatment facilities at Line Creek and Elkview and we expect further significant reductions as the new Fording River facilities come online.

Sharing Monitoring Results

Teck is committed to being transparent with stakeholders as we implement the Elk Valley Water Quality Plan. We make data and results from ongoing water quality, aquatic and animal health research and monitoring undertaken as part of the Plan available, and we will continue to share those results going forward. This includes Annual Reports completed by an Environmental Monitoring Committee comprised of an independent scientist and representatives from the B.C. Government, Ktunaxa Nation Council, Interior Health Authority, and Teck. Monitoring reports related to the Elk Valley Water Quality Plan can be found below. 

Elk Valley Water Quality Plan Technical Reports

These reports are the result of ongoing research and monitoring of water quality and aquatic health as part of the Elk Valley Water Quality Plan. They were prepared by professional scientists and represent the knowledge developed since 2014 when the Plan was approved. The reports have been reviewed by the Environmental Monitoring Committee and shared with regulators and the Ktunaxa Nation. These reports are used to inform the ongoing implementation of the Elk Valley Water Quality Plan.

Overall, the report findings confirm that the targets established in the Elk Valley Water Quality Plan for selenium and other substances are appropriate and protective of aquatic life. The findings also indicate that concentrations of selenium and other substances are generally trending as expected. The concentrations are not affecting fish populations, but effects on some types of benthic invertebrates (certain types of mayflies) have been observed in specific downstream areas and studies are being undertaken to determine the cause.

2020 Regional Water Quality Model Update Report (March, 2020)

Teck developed the Regional Water Quality Model (RWQM) to examine how activities at its steelmaking coal mines in the Elk River watershed could affect water quality in the Elk River and Fording River. The RWQM is a tool used to simulate how historical, current, and future mining activities could affect the concentrations of water quality constituents of interest in the Fording River, Elk River, tributaries to these rivers (collectively referred to as the Elk Valley) located in and around Teck mine sites, and Koocanusa Reservoir. The RWQM is used to support local and regional water quality mitigation planning and to support water quality evaluations for mine water management and mine development applications.
 
Teck is required to update the RWQM every three years in accordance with Environmental Management Act and Mines Act permit requirements. There have been two updates to the RWQM since the first model was developed for the Elk Valley Water Quality Plan in 2014, with the most recent update being the 2020 RWQM. The 2020 RWQM was subjected to a rigorous review by the B.C. Ministry of Environment and Climate Change Strategy, the B.C. Ministry of Energy, Mines and Low Carbon Innovation and representatives of the Ktunaxa Nation Council.
 
The 2020 RWQM update is focused on modeling methods and does not include adjustments to the water quality mitigation plan and water quality projections included in the documentation do not represent expected future concentrations. The 2020 RWQM is based on an updated and improved conceptual model for constituent release and transport in the Elk Valley and is the tool that has been used to support the development of the 2022 Implementation Plan Adjustment, which is the third iteration of the water quality mitigation plan for the Order constituents (nitrate, selenium, sulphate and cadmium).

The Upper Fording River Westslope Cutthroat Trout Population Monitoring Project 2019

This report addresses the recommendation of the Westslope Cutthroat Trout Population Assessment and Telemetry Project Final Report for a long-term population monitoring strategy. The recommendation was made to track trends of Westslope Cutthroat Trout abundance in the Upper Fording River to support the long-term objectives of population viability and sustainability.
 
2019 fish counts were lower than previous years, and the reasons for the lower fish counts are unknown at this time. Teck has established a team of external experts led by Beth Power, a Registered Professional Biologist and Approved Professional with over 30-years experience, to evaluate possible causes and deliver a report later this year. Using science and local knowledge, the expert team is examining a range of possible causes including water quality, water use, predation, food availability and algae among others.

Selenium Bioaccumulation Model 2017 Update

The selenium bioaccumulation model was derived for the EVWQP to describe the uptake of aqueous selenium into periphyton and the subsequent trophic transfer to benthic invertebrates, fish, and aquatic-feeding birds. The EVWQP identified elements of the model that required ongoing improvement. This report describes the adjustments to the model and how they were made, the rationale, and recommendations for future updates.

2020 Regional Water Quality Model Update Report (March, 2020)

Teck developed the Regional Water Quality Model (RWQM) to examine how activities at its steelmaking coal mines in the Elk River watershed could affect water quality in the Elk River and Fording River. The RWQM is a tool used to simulate how historical, current, and future mining activities could affect the concentrations of water quality constituents of interest in the Fording River, Elk River, tributaries to these rivers (collectively referred to as the Elk Valley) located in and around Teck mine sites, and Koocanusa Reservoir. The RWQM is used to support local and regional water quality mitigation planning and to support water quality evaluations for mine water management and mine development applications.
 
Teck is required to update the RWQM every three years in accordance with Environmental Management Act and Mines Act permit requirements. There have been two updates to the RWQM since the first model was developed for the Elk Valley Water Quality Plan in 2014, with the most recent update being the 2020 RWQM. The 2020 RWQM was subjected to a rigorous review by the B.C. Ministry of Environment and Climate Change Strategy, the B.C. Ministry of Energy, Mines and Low Carbon Innovation and representatives of the Ktunaxa Nation Council.
 
The 2020 RWQM update is focused on modeling methods and does not include adjustments to the water quality mitigation plan and water quality projections included in the documentation do not represent expected future concentrations. The 2020 RWQM is based on an updated and improved conceptual model for constituent release and transport in the Elk Valley and is the tool that has been used to support the development of the 2022 Implementation Plan Adjustment, which is the third iteration of the water quality mitigation plan for the Order constituents (nitrate, selenium, sulphate and cadmium).

The Upper Fording River Westslope Cutthroat Trout Population Monitoring Project 2019

This report addresses the recommendation of the Westslope Cutthroat Trout Population Assessment and Telemetry Project Final Report for a long-term population monitoring strategy. The recommendation was made to track trends of Westslope Cutthroat Trout abundance in the Upper Fording River to support the long-term objectives of population viability and sustainability.
 
2019 fish counts were lower than previous years, and the reasons for the lower fish counts are unknown at this time. Teck has established a team of external experts led by Beth Power, a Registered Professional Biologist and Approved Professional with over 30-years experience, to evaluate possible causes and deliver a report later this year. Using science and local knowledge, the expert team is examining a range of possible causes including water quality, water use, predation, food availability and algae among others.

Regional Water Quality Model 2017 Update

This report provides an overview of the first update to the regional water quality model that was developed for the Elk Valley Water Quality Plan. Data Report for the Tributary Evaluation Program

This report evaluates the ecological value of these tributaries to the Elk and Fording Rivers and helps to identify tributaries that play a significant role in supporting the health of the ecosystem as a whole.

Selenium Bioaccumulation Model 2017 Update

The selenium bioaccumulation model was derived for the EVWQP to describe the uptake of aqueous selenium into periphyton and the subsequent trophic transfer to benthic invertebrates, fish, and aquatic-feeding birds. The EVWQP identified elements of the model that required ongoing improvement. This report describes the adjustments to the model and how they were made, the rationale, and recommendations for future updates.

A Technical Advisory Committee (TAC) was formed to provide science-based advice for the development of Teck’s Elk Valley Water Quality Plan. Information on the TAC and input provided into the development of the EVWQP is available at: https://elkvalleytac.wordpress.com/

The Environmental Monitoring Committee (EMC) is established under Environmental Monitoring Act permit 107517 to review monitoring submissions required under the permit. The EMC prepares a public report annually summarizing monitoring activities reviewed by the committee. From 2020 onwards, the EMC produced a series of informative posters in place of a public report. These posters, collated into a concise booklet, summarize the key monitoring activities and results from each respective year.

Westslope Cutthroat Trout Fish Populations:Upper Fording River

2019 Decline and Evaluation of Cause
As reported previously, monitoring conducted for Teck in the fall of 2019 found that the abundance of Westslope Cutthroat Trout (WCT) adults and sub-adults in the upper Fording River had declined considerably since previous sampling in fall 2017. 

Teck established an Evaluation of Cause (EOC) team of external experts to investigate and report on the possible causes of the fish count decline. The EOC team found that the Upper Fording River fish population decline happened in the winter of 2018/2019 and was caused by the interaction of extreme ice conditions (due to extreme prolonged cold air temperatures, seasonal winter low flows and low winter snowpack), sparse overwintering habitats and restrictive fish passage conditions during the preceding migration period in fall 2018. While some stressors, such as cold weather, are natural, mining development has altered the availability of overwintering habitats in portions of the river and exacerbated the challenges to fish passage through water use, channel widening and aggradation. The findings indicate water quality constituents, including selenium, were not a primary contributor to the decline. The final EOC report and supporting technical reports can be found on this page.

Teck and the EOC team met regularly with the Ktunaxa Nation Council and government regulators to review findings and respond to questions during preparation of the report and their feedback has been reflected in the final materials.

Planning and Implementation of Actions to Support Recovery
In early 2021, Teck initiated a fish recovery planning process working with the Ktunaxa Nation Council, government, and external qualified professionals. The process identifies ways to support the recovery of the WCT population and to strengthen its resilience. It is organized around three pillars: water quantity, physical habitat and water quality, the last of which is managed through the ongoing implementation of the Elk Valley Water Quality Plan.

As of May 2023, fifteen projects to support recovery efforts are in progress and eight have been completed. Of the eight completed projects, two relate to water quantity and six to improvements to fish habitat. Population Status
Monitoring data collected in 2020 and 2021 suggest that subadult and adult numbers have increased, and that the population is productive and recovering from the set of events that occurred in 2019. Monitoring information from 2022 indicates the adult population continues to increase, with numbers in the range of ~2,000 fish compared to ~1,500 in 2021, ~440 in 2020 and ~330 in 2019 following the decline window. Teck remains focused on continued planning and implementation of projects to support this positive increase in population size and to continue to strengthen its resilience.

In the Harmer Creek, localized fish population monitoring indicated that recruitment of Westslope Cutthroat Trout juvenile fish (Age 0 and Age 1) to the population was less successful during the 2017-2019 period. Less recruitment means that less of the juvenile population became adults compared to historical rates. The number of adult fish was stable during this same timeframe.

An independent evaluation of cause into this reduced recruitment has been completed and data suggests this was caused primarily by few fish surviving their first winter. Small fish may not have enough stored energy to survive winter and may be more likely to be stressed by other environmental factors than if they had enough fat reserves going into winter. The findings suggested that the small size of fish before winter was likely related to natural conditions, specifically short growing season and cold water temperatures and, to a lesser extent, reduced growth that may have resulted from selenium exposure. As well, winter conditions from late 2018 to spring 2019 were unusually cold and may have further contributed to challenging conditions that could have required more energy to survive or caused direct mortality from ice. Overall, cold water temperatures and a shorter growing season explain approximately 36% of the difference in recruitment while dietary selenium was estimated to explain approximately 7% of the difference in recruitment.

While preparing the Harmer Creek Evaluation of Cause report, the Evaluation of Cause Team met regularly with the Ktunaxa Nation Council, government regulators, an independent scientist and Teck to review findings and respond to questions. Their feedback has been reflected in the final report and supporting documents. 

Ongoing fish monitoring indicated that recruitment of juvenile fish in the Harmer Creek population was higher in 2020 than from 2017 to 2019 and considered sufficient for the population to remain stable over the long term. The abundance of adult WCT in the Harmer Creek population has remained comparatively stable, throughout both the historic period and recent years. 

Recruitment is estimated one to two years after fish are spawned therefore analyses of recruitment for fish spawned in 2021 and 2022 are ongoing. Monitoring shows fish of all ages were observed in each of these years. The study team is currently evaluating the data for the 2022 monitoring report which will be made public once finalized.

Teck is working with government regulators and the Ktunaxa Nation Council to develop and implement a comprehensive WCT resilience and recovery strategy that includes Harmer Creek. Specifically in the Harmer Creek watershed, we are developing projects to address the potential causes for lower recruitment. This includes improving the habitat to a more connected, riverine state, including sedimentation pond deconstruction and/or bypass and calcite prevention and remediation. Teck is also re-evaluating mine plans and mitigation options which include water management and treatment considerations.
